In your opinion, how possible would it be to lengthen the tibias by the maximum amount the Precice nail allows (8cm), given you stay on top of PT/diet/etc., are young and healthy, and 8cm is around 20% of your current tibia size?

I did 8 cm on the femur last year.  And plans another 7 cm on the tibia.  If you want to reach 183 cm it is better for you to do 9 on the femur and 7 on the tibia

Possible but you don't know until you do it. There are complications that can stop you from reaching that goal.

@Ozzi6557 Have you been able to walk without assisted devices?

Dr. Betz does up to 12.5 cm on the tibias; I would never recommend doing that much, nor would I even recommend internal tibias over external tibias, but it is totally possible.

Not easy actually but getting crippled is kinda stretching the reality unless you are talking about lengthening 8cm purely with fixators.
But to achieve 8cm goal on your femurs you can do rebreaking.

That was just Betz's propaganda maybe. One of my friends consulted Dr.Betz about the reasonable amount of lengthening in person but his answer was 'Over 6cm on tibias and 8cm on femurs are all unreasonable' and he didn't recommend it while his profile said you could achieve 20cm after lengthening 2 segments.

That’s a big reason I’m going with externals. I want to lengthen at least 7 cm (I have long tibias, so it’s not a big issue), and all my research suggests that externals are the safest and most stable in that regard.

I am not skeptical about it. Do you know why external tibia is relatively safer and more stable than external femurs? For the latter nearly every LLer will consider it as a dangerous and debilitating method but I dunno why tibias and femurs are totally different at this point.
