Height: 174 cm
Inseam: 74 cm
Wingspan: 177 cm
I'm not 100% certain that I measured everything correctly. It can't be off by much though, if at all.
I'm 5' 8.75", and my "goal height" would be 6' 1", which is 185 cm. I know that the average male height is supposed to be 5' 9", but honestly I just doesn't jive with my with experience.
Going from 174 cm to 185 cm would be an increase of 11 cm.
1). How should I "apportion" the 11 cm, so as to maintain my femur-tibia ratios?
2). Which segment would I do first? I've read the femurs should be done first, but why is this?

Femurs are a faster recovery and less complex because your tibias have a lot of nerves. If you’re doing both segments though, it doesn’t really matter which segment you start with.

Is it true that US surgeons don't do quadrilateral lengthening? Like it's a safety concern?

They dont insert all rods at once because of risk for PE but you can lengthen at the same time
