I am 21, female, around 5'3 and would love to be a bit taller. If I ask my GP about this, is it readily available or only to pre adolescent children who have stunted growth?

Female growth plates usually seal around age 16, and HGH has to be given from an early age (around age 11-12) and given consistently to have an effect.
Your GP won't prescribe you HGH as it won't make you grow in height.

You are too late for it
Gps typically don't prescribe it due to its high costs and when they do prescribe it it's typically given in dosages that will make little to no difference anyway.
5-3 isn't bad for a female in any part of the world. Get on with your life
