How to make my own blog web without charing fees?

Hello guys, these days I am planning to operate my own blog web for me to compilate all of the informations that I need but I don't know how to operate it without charing fees. I don't need it to be public just private. Can it be possible?

And very intuitive, no programming skills required.

You can set individual posts to private or the whole blog and require a password to access through the front-end interface.
