Currently the only way to do LL is to cut the bones, and this is why this surgery has a bad reputation.
It seems extreme to cut healthy bones, to risk your walking ability just to gain some inches.
You will look like the most shallow person if someone finds out about your LL.

Do you think that LL would ever be possible without cutting the bone? If yes, how exactly? And no, no gene engineering.

I think it will be.There shall be a way,which can activate the growth plate and grow the bones.But that must be a hundreds-of-yr big project.
