$280,000 seems really steep. But safety should always be your number one concern. Just go for it.

I'm thinking if its possible, I could change the nail of the femur and lengthen 10cm (4cm+6cm) in this segment. Plus 8cm in tibia, totalizing 18cm.

I believe I have between 1,65m and 1,68m.
I don't know my sitting height.

I don't care a lot about proportion and I'm sedentary ex-smoker, I don't care about my athletic abilities. I just don't want to be crippled.

Alright, so you're about around 5'5", and adding 18cm will put you exactly at 6'0". I believe the cutting point for lengthening safely is I'd say around 7cm per segment. 8 is very achievable though. Many successful surgeries have been done for patients who wanted to lengthen more than 7cm. But then you reach 9-10cm per segment and that's when danger really occurs.
