Only LON, pure Ilizarov is not an option. My budget are 30k euro.

I'm also interested in this. I was thinking about going to Parihar, but I think I read somewhere that he normally maxes out tibas at 6cm because after that the chances for complications increase. Maybe you could try and persuade him into letting you go a centimeter more, but no guarantees.
