So I did 7-8 cms tibia through purely ex-fix and I have quite tight Achilles tendon (but still able to sprint, jump 20 centimetres, do leg presses, etc, and jog reasonably for at least 600 metres at a fast pace).

I want to do 4 cm femurs but I wonder if the same muscle groups are stressed? Like the Achilles, gastrocnemius, hamstrings, iliotibia band?

So I am taking an additional risk to my soft tissue flexiblity if I do 7 cm tibia + 4 cm femur, vs  If I did just 4 cm femur alone.
