I am new to LL, and seeking some advice from those who have had surgery...

I have a budget of around 40-50k USD, I am looking for a clinic, probably turkey.

Who is the best, who should I avoid? I am very risk averse for reference.

Also I can not decide between doing my femurs or tibias - as I say I am new to this and still learning.

Avoid turkish butchers and pajeets. Turkey and India are literally the worst places to go for this, specially India. Unless you want to get yourself crippled. I think Giotikas is your safest bet due your budget

Thank you for your advice, I have been looking at Turkey a lot due to proximity and budget... Is there anyone there you could recommend, and equally who should I definitely avoid?

Man, first you must say your height.
Second, you must know which bones you want to lengthen and what technology you want to use !
I think you have to keep reading about LL for few months more, just to understand the main principles...
Most guys here are between 1.55-1.65 meter tall, so they need quadrilateral LL, because only bilateral is not enough... But that will double the expenses.

For femurs you can do only internal nailing (Precice, G-nails, Fitbone), which are expensive.
For tibias you can do LON or external frame. If you want the best and serious one (Precice) it cost much more. But if you dont care about risks and suffer... go to LON or frame and your money are enough for tibias.

So, first you must find which bones you do, but only after checking your femur/tibia ratio, because some people has very long femurs and others very long tibias. So, you cannot do whatever you want, you have to do whatever is best for your ratio.
And dont forget to measure your wingspan !

In Turkey the best is Kucukkaya, but he is very expensive. Mustafa Uysal is good in LON. The rest of "doctors" in Turkey, just avoid them !
Giotikas is better in femur G-nails, but i dont trust him for any kind of tibial technique.
And if you choose Fitbone, stay away from Monegal !
Forget about India and Vietnam, because you can become crippled for life, or even die !

You're welcome !
