Safe-ish if you do it in parts. 1+1 and repeat 1.5-2 years later. Your muscles and tendons need to adapt.

He's saying lengthen both segments, then wait for 2 years, then do it all again. So 4 LL surgeries total, plus nail removals if you do nails.

However, I would say it's not safe. Just lengthen both segments once and be done with it and live your life. You can get something like 13cm
