To go to another hospital for counseling for a second opinion
The hospital requested DICOM files.
When I told the original hospital about it, they replied that there was no DICOM file.
Are DICOM files unusual?

DICOM files are the global standard, and normal medical computer images are managed using this protocol.
The hospital is either lying, or they might be still using film to manage images instead of electronic data, which is quite outdated.
However, even from JPEG images, if the compression rate is low, it's possible to gather a lot of information.

Well DICOM is the universal standard for xray files from my understanding. Even for my doc i got the dicom files in my country and sent to my doctor in germany.

There is a possibility that the hospital is lying.
When I told them about it and asked for an explanation, they only read it and still haven't received a reply.

Honestly, the response from some LL hospitals is truly terrible.
Therefore, instead of waiting for DICOM images from that hospital, it might be better to take X-ray at a hospital near your home and send those DICOM images to the place where you want a second opinion.

It's a shame because I trusted the original hospital. 
I have a feeling they're going to give up their contract. 
Set a deadline and move on. 
I got in touch with the hospital today. 
The reason they were unable to be contacted was understandable.
There is also a DICOM file, and it seems to be a transmission error.
They apologized profusely for making me uneasy with their mistake.

I’m glad to help. Yes my first time x ray in my country I learned about the Dicom files too. They usually burn to cd and you can do what you like after you extract files from cd. Send to doctor for viewing. Or there’s online dicom viewers you can use to see X-ray too for personal
What happened after that
It seems that the hospital is unable to prepare my treatment records right away.
It's been about 4 years since I had the surgery.
I have given up on DICOM files, but is it possible that there is no record of what treatment was done?
