Can you gain height from ankle lengthening? If so how many cm? The lower area of my tibias, around my ankles, are quite short. I’m wondering if it would be possible to have this lower area lengthened. It appears tibia lengthening doesn’t work in this lower part.

Yes it is possible Achilles's lengthening and extremely painful and permanent loss of strength. Some people who overdo tibia lengthening need Achilles lengthening and that is very bad. It is extremely undesired and probably worse than LL itself.
