Best surgeons for 5cm tibias on a budget?

I was originally planning to get it done with Dr. Kulesh a year or two ago and I remember the prices of the intial surgery being around the 10k mark but the rent in St. Petersburg was very expensive in comparison to the rest of the country. I also remember asking overdozer and he did mention that Russians get the surgery done for a cheaper price than foreign patients. Then I saw Androids progress and had a change of heart.

OP states 20,000 budget - russia no problem at all - i was in volgograd and could have done it for 15,000 all in - v cheap there
