Can plates and screws from tibia (https://www.researchgate.net/figure/Internal-fixation-of-the-tibia-by-means-of-plates-and-screws_fig1_305881045) be removed in local anesthetic instead of general anesthetic?

Superficial tibial screws, yes, can be removed with locally anesthesia .... but plates no way !
