Just had my first round of X-rays.
.
I’ve done 13 days of lengthening, so there should be 13mm of growth, but my X-rays are only showing 9mm difference.

Did this happen to anyone?

Yes this can happen for a variety of reason, soft tissue is what is primarily resisting the lengthening.
Soft tissue fighting the lengthening mean that you're getting a bit less lengthening than what you would get if there was no resistance.
