Consider that your growth plates arent fused %100,
but they are fused like %99.9, there is just a TINY blank in there.

Would it possible to get taller AS MUCH AS YOU CAN before that plate gets fused,
or,
could you just get more 1-2 centimeters since the growth plate is almost fused?

The question is: Is the narrowity of the growth plate related with the HGH boost? or it's just about time and when they will get fused completely?

If it's fused like 90% which is on average what it is by age 17, yes, you just need HGH and a high dose of that.

If it's really 99% fused, good luck with gaining 0.5mm

174 cm is an above averageĀ  height in your Country. You should reconsider LL by factoring in the Pain, Time and cost first. If you can afford all 3 of the above then research further.
