This thing won't be possible neither in the near future nor in the distant.
it seems impossible. I can't even imagine the problems linked to this extension, but why not? 
torso size doesnt matter theirs lots of tall people with short torsos but arm length matters more imo it gives you that advantage in fighting you just cant lengthen the forearm id more wanna know when thats possible
