USA prices are nearly double other parts of the world. I've been looking at Korea (when they open back up) or Europe to get the surgery instead. But I can't just take 2+ weeks off of work.

After getting the surgery, can I fly back within the next couple days? What's the typical procedure or does it depend on the doctor?

Depends on the doctor but usually they require to stay local for at least the lengthening phase.
I think Rozbruch is the only one (between the good ones) who allows you to go home and do PT on your own .
