I recommend you to read how Limb Lengthening works few times, then go and talk with any limb lenthening specialist that does it for people that do it for non cosmetic reasons. Even kids with leg discrepancy have limits of 6cm.

If he really claims that then I agree be very careful. Soft tissues only stretch so far... over 8cm is considered high risk by most top doctors.
If it was free I would go to Paley.
If LL was given for free most people would choose Paley I'ts normal
