Pretty sure it’s mandatory
At least for turkey it was, anyways it’s so cheap that it won’t really affect anyone. I paid 60$ for 3 months

Many insurance companies offer it.  Search for travel insurance to compare offers.  You can print out your receipt immediately once you pay.

I have never heard of anyone being denied entry to a country because they didn't have travel insurance.  Maybe that's a new thing or just countries I've never been to.
