That would be true if both sides of the distribution were equal. But they are not. In general, longer legs (up to a certain point, of course) are seen as an “attractive” feature. Shorter legs are not. This applies to both men and women. Plenty of studies seem to back this aesthetic intuition up.

Unless your legs are already long relative to your height to begin with, 3 inches is probably not going to make you look bad aesthetically. Outside of extreme situations, being taller and a bit disproportional is almost always going to be more attractive than being shorter and more proportional.
