As the title say i want to lengthen my legs 4 inches
Every negative thing about it, id like to hear
I can never be 100%?
Will i have pain forever?
Wil i walk weird?
Will i be unprotective aka useless in combat or running?

No, you will never be 100%, and the more you do the worse it'll likely be.
Everyone adapts differently to LL and it's impossible to tell you what the downsides will be but you risk doing yourself a lot of damage (which you can read all about here in the forums, mostly under headings like "potential risks of LL") if you lengthen 10 cm all in one segment.
5 cm in two segments is much safer.

Has there been anyone that has doen quads with 5 each? or even 6 each and recovered back to almost 100%?
Not that I know, no. I should have been clearer. Even with 5 cm in one segment you won't be 100%.
Can u spesific what is not 100%, generall leg controll? Strength like everythkng just drops and how much is it really noticeable if things went good?
Even if you have proportionally unusually short tibias/femurs compared to the other bone doing any significant amount (i.e. more than say 3 cm) will knock your natural biomechanics out of whack and put you beyond the natural ratio for proportionality. This does not mean you'll look aesthetically bad but your body will have a hard time dealing with it and your might develop problems like arthritis in your knee joint later on if your tibia is proportionally long for example.
There's also the case of soft tissue stretching. Whatever amount you will do you will damage the soft tissue but that can me mitigated my smaller amounts of lengthening- sub 5 or 6 cm. But whatever you do no, it cannot be 100% again once you have lengthened, because it will always be stretched. You can mitigate that damage by lengthening a small amount, doing physiotherapy, not legnthening too fast, and stretching well before surgery and during and after the lengthening phase, but you can still never be 100% again (i.e. for athletic capability or potential muscle strength).
Then there are general aches and pains, poor union, nerve damage.. none of those things are inevitable but there is a big risk, and you can't discount the risk when you make this decision because it can happen to you too of course.
I'd bet my life on everything you've said, except maybe constant pain.
One thing to add: as others have said in this forum before, LL is about trade-offs. What would you give (not talking about money) to be taller? Then decide whether the risks are worth it to you.
There's also the risk of looking abnormal afterwards. I think, personally, if you lengthen too much and look too disproportionate that'll pretty much ruin any advantage the extra height might have given you- so also take proportions seriously.

Do you think people notice disproportions as much as they notice raw height? I think as humans we zone into society beauty standards. Height, build, waist size, face, height, but not really proportions. While I think it's important to maintain proportions I don't think it is weighed 1 for 1.
I think if you end up with very long legs compared to the rest of your body or legs which bend in a weird place, some people will notice, and at some point you just begin to look freakish imo (like if you do 10 cm in 2 segments or even 10 cm in one segment).
I saw a guy with very long limbs and a very short torso in town the while back(I was genuinely not sure if he had done LL and arm lengthening) and he looked really strange to me.
