Which country are just good for me?

I'm 18 years old, my height is just 160cm and I'm college student.
I don't have enough money to length.
But I want to length within1 or 2 years.
I can't earn money at most 20000 $ per year.
My hope length is 8-10cm.
I took into account Armenia, India and China.
And you know any other country please tell me the information.
Where are the best country?

I'm not good at English, so I don't know that I understood your thought correctly, I think it means that high technique is more important rather than the cheap cost.
