DICOM files represent the worldwide standard for managing regular medical computer images.
The hospital could be deceiving or possibly sticking to film instead of electronic data for image management, an outdated practice.
Nevertheless, even with JPEG images, a significant amount of information can be obtained if the compression rate is low.

DICOM is considered the universal standard for x-ray files as far as I know. In my country, I obtained the DICOM files and forwarded them to my doctor in Germany.

Honestly, the feedback provided by certain limb lengthening hospitals is really not satisfactory.
Thus, rather than waiting for DICOM images from that hospital, it could be more beneficial to get X-rays done at a hospital close to your residence and forward those DICOM images to the facility where you seek a second evaluation.

I contacted the hospital today.

The cause of their unavailability was reasonable.

There is a DICOM file involved, and it appears to be a transmission issue.

They expressed deep regret for causing me distress with their error.

I’m pleased to assist. Indeed, during my initial x-ray experience in my homeland, I also became acquainted with Dicom files. Typically, they are recorded onto CDs, allowing you to manipulate the files once extracted from the disc. You can then forward them to a physician for examination. Alternatively, there are online dicom viewers available for individual use to analyze x-rays.

What occurred subsequently?

The hospital appears to be incapable of promptly organizing my treatment records.

It has been approximately 4 years since I underwent the surgery.

I have relinquished the DICOM files, but could it be that there is no documentation of the treatment procedures performed?
