To me it's noticeable only because her forehand is noticeably small in comparison. I do think anything plus 5CM between height and wingspan could look off. At the same time my biggest focus was her leg to body relation and tibia to femur proportion rather then simply the arms.

Dont you think its so weird for 7 cm? it doesnt look like 7 cm lt looks more than that  Arm length side by side picture maybe her arms are really short rather than wingspan

ye maybe. but still if we think them separetely her arms look really short especially forearms.But still it wont be noticed so hard i mean yes people can notice it and maybe her friends can call her " t-rex" but i think its still out of "freakish" range.And also there is another option you can hide it with clothes BUT still i wouldnt want to look like that Arm length side by side picture

And her hands cant even reach her pockets (it cant be related to LL unless you lengthen your torso Arm length side by side picture. )so it means that her 'arms' are naturally short) we should think arms and wingspan seperately..
