At what height are you no longer considered short to women?

Remember, "tall" and "short" are subjective terms unlike height, which is a measured unit. The definition will change depending on her family, peers, the men she has dated, and more.
At average height or above you should be fine, but you may encounter some women who want the really tall guys. If the women comes from a tall family then she might have a different view compared to a women who comes from a short family.
Doesn't matter that much. Ronan Keating is short for a white guy but a sex symbol due to his face and voice.

It depends on the girl's height. 5'10 man claim 6'0 and 5'11 men claim 6'0, 6'1 all the time. Women who say they don't date men under 6'0 don't even know what 6'0 truly is.

It depends on the built as some 5.8 men appear bigger than some skinnier 5.10 dudes.
From 5.10 and above for sure no woman will think you as short.
But even at 5.8 if you have a good body and proportions most women won't think you as short.

Good to know. At 5'5.75, I regularly actually give the impression of being 5'7"-5'8" especially when I am on lifts.
Like it was already said, that depends entirely where you live. There's no true answer. People who are short in the US/Canada at 5'7" are not short in most of Asia.
