Can anyone help me with advice to enter Russia? Surgery scheduled mid april

I have my surgery scheduled with Kulesh but the idiot Houston consulate office is NEVER open. I live in Texas and I have literally called 100x, on google it says open 9-12 and I have literally went and waited with no help. I have my passport, a Russian invitation letter for my visa, but I can’t get the stupid visa without the consulate office and they are ALWAYS closed. What can I do?
I live in Florida and Texas but I am in Texas at the moment. I’m considering having a friend check the Florida one for me
