First of all, your tibias aren‘t longer than your femurs. That‘s really basically impossible in any normal person. You probably measured from foot to top of the knee, which is not the tibia length.
Second of all, yes, the difference knowing where your knees are is big. If your knees are where the pants fold you do look uncannily odd. If the knees are where you marked them, you look perfectly normal
It is incredibly hard to tell because you have big bulky pants which contrasts your jacket that is much smaller in comparison. Also the camera angle is not in the right spot, look at other mock-ups to see where you should position it. If you are comfortable I’d retake the photo in just shorts or boxers, it’s kind of awkward but it will be a better representation of your proportions, as well as fixing the camera position and angle.
I wish I could give an opinion but it’s genuinely impossible to tell in this photo. And keep in mind how hyper fixated people on this forum are on proportions. In real life there are tons of people with way longer legs and no one cares. I’ve also been on this forum for a looong time and seen probably 50+ mock-ups. I’ve never seen a femur lengthening under 10cm that looks bad.

this is the original picture, don't you think my legs are a bit shorter than normal? 
regarding Tibia to Femur, maybe you are right. I will measure them later at a clinic.

I will check out how to make proper mock-ups.
Actually I took photos with boxers, but took this with casual clothes because that's how people in public will see me usually.
