Not from my experience,one of my friends is 6'2 he towers over me,however I've worn lifts to make me 6'0 in shoes and when he's barefoot the difference isn't even in the same stratosphere,3 inches is where you start to tower over someone,2 inches is a step up but not 2 steps like you're insinuating.As for lifts anything above half an inch and you start to look awkward and will get called out by friends or long term acquaintances,and to top it all of you're a fraud and know you're not that height deep down inside,it's not remotely the same.

4 cm imo is a good goal in tibias, especially if LL femur is also performed

have it say than maybe the optimal cost-effective would be 5 cm (tibias), this is in general, each physiology is a little different, there will be those who can lengthen safely more (6cm) or less (4cm)

Comparing me to you 5'7 vs 5'10 i'd be pretty close to towering over you,my dad is 5'8 and it doesn't feel anywhere near as much think about it,2 inches vs 3 inches is half as much again,2 definitely isn't the magic number imo and at 4 inches, you truly do tower another man.
1 inch noticeable but pretty small tbh,angles and slight footwear differences can make this unnoticeable at times.But still gives you an advantage over men an inch or two shorter,hence why 5'11 would still be a big deal for me.
2 inches noticeable but not huge.
3 inches very noticeable close to towering.
4 inches towering pretty hard unless the other mans wearing high heels like prince use to wear lol.
