how many cm could tibias be over femurs before them start to look weird?

Probably no limit. There is no such thing as having too long tips (aesthetically speaking).

I wouldn't go above a 1:1 ratio, I'm pretty sure you'll fk up your bio mechanics then.
Mdow is a good example for this, he did have a swift recovery but can't manage to get back to 100% endurance due to the changed bio mechanics.
This ofc only applies to the leg functions and not to the look. Long tibs tend to look better than long femurs, I'd keep in moderation though.
