I am 5'7 man.My inseam is 81.5 cm(32 inches) and sitting height is 84 cm. I want to lengthen 3.5- 4 cm in tibias is it ok because I already have long legs?

I would have 0.485 sitting height ratio/height.I dont know if that would extreme unproportionable.

Generally I think shoulder width is much more significant with proportions, you could pull off long legs if you have the frame for it.
Based on my mockups I could pull off an absolute maximum of 10 cm, so upto 8 cm is very doable, pack on some muscle on glutes to try to increase sitting height a bit as well as shoulders and traps and look into spinal decompression/posture stretches which might give you an additional cm.

But you're gunning for 4 cm or so, I'm confident it won't be a problem at all as it won't affect your initial proportions much at all.

Yeah,but I wear Xs shirts and when I wear even shoes with platform of just 4-4.5 cm my legs looks super long and torso small that s why Im suspicious.
