I know 3 cm of tibia is not worth it but I don't want to wear external fixtures for 6 months.

If you understand that it's not worth it and you will assume you'll be disappointed or set your expectations low then I don't see a problem doing just 3cm go right ahead since you understand that's what u want there's not a problem
