These are my photos with shirts tucked in.I think I already have longer legs and short torso.Would I look weird with 4 cm of tibias . Here are photos http://imgur.com/a/GtzqFX0

Not really. You can even go up to 8cm.

Wouldnt my torso then look even shorter because I've heard that long femurs make your torso look shorter.

Kinda depends on how tall you are.  If you’re 5’9” with these proportions you’ll look fine at 6’0.  If you’re 5’4” you might be limited in how much you can hide.  But I would definitely consider femurs only.

You don’t look freakish or anything so I doubt 5cm femurs would look bad.  You could probably do 8cm if you’re not really short already.

I already wear pants lower rise(this photos) because my torso is short.If I wear pants on high rise ,I look like I have no torso.

If you have a goal of 4cm increase, you’ll look fine.  I would just do it in the femurs and not your tibias.  4cm in the femurs is a pretty small operation and you’ll recover fantastically.  Probably as if you never had LL.

Actually I saw now that tibia to femur ratio should be 0.80 and mine is now 0.88 so if I would do 4cm in femurs it would be 0.81

Sounds like you have your answer then!  I need your opinion about lengthening.  You’re an ideal femur patient.  You have long legs so I wouldn’t go much past 4cm, you could probably get to 5cm without looking super long legged.  You’ll be over 5’9” then with longish legs, which will probably give you the appearance of looking taller.  Based on proportions you could then probably claim 5’10 or 5’11 in social contexts, if you want to.

If you feel the need to get to 8cm you’ll still look fine because your arms are long enough.
