Would doing like 3 cm femurs and 3cm tibias make someone recover 95% of athleticism?

I would like to hear from people who actually did it.

Also, do you think doing only tibias for 5-6cm is a good decision. (I can't do only femurs as I need to fix bowlegs and lengthen tibias at the same time)
