Just because they wear their pants high doesn't make them actually disproportionate.

That spanish model though, he's got some really long legs but actually a lot of tall people do. My dad has the same sitting height as me, and somehow my uncle who is 195CM as well -that blew my mind. Not sure how accurate my eye measurement is though. People with longlegs usually have long arms as well, also broad shoulders and large hand/feet make them proportional.

Factors that throw off proportions (in over of most importance): 

1. Wingspan
2. Torso size/length
3. Shoulder breadth
4. Foot size
5. Hand size
