please have at look at mockups

I had my legs xrayed and Dr told me my femurs are 43 cm and   tibias are 38 cm.

My wingspan is 170 cm.

Orginal height: 165 cm
Planned: +7 cm on femurs and then +5 cm on tibias.

Looks acceptable to me. To me it seems like you have a small torso, which obviously nothing can be done about. Femurs only look more natural than both segments because your torso looks more proportional to limbs. But again with clothes on, people can't really pick up on these things. On beach wear loose shorts etc. Some people have small torso proportions naturally, so it is acceptable to me. Your wingspan is no issue in my eyes.

172 looks totally fine. 177 borderline of weird proportions both of torso and wingspan.
try limiting quad to 5+6 or 5,5+4,5.
ultimately, you will find whats the best option during the process.

My height is 162, my arm span is 170, my length below the belly button is 93, and my length above my belly button is 69. If I don’t want to look strange, my height can be extended to 175 at most, but considering the height of my shoes and the hair on my head, I think 174 is the best

If you can make a mock up with original muscle belly size (meaning quads and calves not super skinny), that would be ideal.

And you'd see that it makes your proportions look even better.
