I luckily have access to this text and I'm going to pick it up from the university this week to double check this.

In Caucasians, this article says that there is typically 1.2 millimetres of leg length for every millimetre of arm length i.e. leg length is arm length x 1.2 for "average" proportions.

So, for example, while remaining proportionate, this puts my upper limit for LL at about 10 cm before by leg: arm length ratio becomes disproportionate (with a true inseam of about 81.5 cm and an arm length of about 76 cm).

If anyone finds another article or study on leg: arm length ratio, it'd be good to see.

I got a copy of the article in question but I found that it only compared lower leg length (from heel to upper kneecap while seated) to forearm length (from wrist bone to outer elbow).

So while it's useful for people working out their ideal tibial proportions, for overall arm to leg length it's probably better to look elsewhere.
