Height : 170 cm
Wingspan : 174 cm

Consider : femur 6 cm Tibia 4 cm
femur 7 cm Tibia 5 cm
Or maybe go for femur 8 and Tibia 5 cm

Which one is better, so the proportions look good.

First of one
Better to get 10 cm and increase chances of full mobility along with minimizing chances of complications imo

I think you could do any of them if you wanted to but I would go for just 10cm as 180cm is a fine height anywhere in the world.
