What exactly is this referring to? Just being short doesn't make you a king. It's kind of cringe and annoys me a bit just like girls calling each other queen.

Its a meaningless 'encouraging' phrase used to make short people feel "good". Its all bull , its pretty much the hipocrisy people use with fat people.
