short wingspan

Hi im 164cm in height, wingspan 155, sitting height 87cm

My fingertips goes as low as my balls 
my legs are around 87cm to the floor not counting the 3cm of slippers. I guess i just have short arms. Shoulder to wrist is about 50cm?

I feel like i can't do this procedure 

You can definitely get this procedure done.

But everyone worries about torso/leg proportions but I think leg/arm proportions are more noticeable.

I would get upper arm lengthening while undergoing leg lengthening to keep your proportions looking good.

There are a few that offer both and can do them simultaneously.

But don’t be disheartened and think you can’t do this.

Your arms are not particularly short looking, only a little. I don't believe any doctor would ever do both arms and legs simultaneously. You need to use your arms to stretch while leg lengthening and for transferring. If you lengthen tibias your arms won't change relative to your torso or get farther from your knees. Yes vs total height they'd be shorter but I think they'd look fine. Safer to lengthen femurs and most good doctors strongly advise that if only doing one segment. You might look like your arms are too short with 8cm femurs and want arm lengthening after, not at the same time lol. Do some mocks up and decide what looks acceptable. Good luck .
