or
3.5 for the tibia and 5.5 for the femur (70% of the maximum extension range)?

Those are both pretty safe. Femur lengthening, in general, is safer than tibia lengthening as long as you stay under 8cm.

Why is thigh (femur) lengthening considered safer than lower leg (tibia) lengthening? I actually think the opposite.
