There are plenty of guys who are fine with a flat chest if the butt is nice.

Dumb question. You can't just base on 1 thing when humans are built with more than 1 trait.
You can be short but with great facial features and be wealthy.
You can have flat chest but still amazing booty, figure and facial aesthetics.
And ofc it depends on how short/flat are we talking about.

Short guy definitely!
Cosmetic limb lengthening is in a different galaxy pain wise than a breast operation. The breast operation does not cause permanent changes in body mechanics either
If neither were changeable through surgery it's still the short guy, guys are way more forgiving than females when it comes to the body. Guys have much higher sex drives and will naturally settle for less if the opportunity arises women on the other hand will happily go without

Obviously it's better being a girl with flat chest... Just get breast implants. It's 100x easier than getting LL.
