Thank you for your opinions guys
i decided 4cm because i think its better than 5 or 7 (for risk). And 4cm its enough for me .i dont wanna only to be too short.
Im scared just about problems and ability (of walk,run,jump..) after surgery
+ i feel bad everyday with my height

I don't think that you won't feel bad at 1.69, especially after about a year you finish LL and get used to your new height.
But it is your choice. I just wanted to warn you as I don't even feel completely ok with my height and I am 1.74-5, although when I was 1.68 I thought that at 1.75 I'd have been very happy. After 1-2 years with my new height I got used to it and I saw that it is not enough for me.
So I really doubt if 1.69 would make an 1.65 man feel ok with his height or he'll regret about lengthening so little. I am almost sure about the second but you know better.

there is not much risk by doing 5cm rather than 4, I advice you to go for 5cm.

I will explain more to you , i will be satisfied with 4cm and i'm sure.  Because i care about my health after surgery more than how much i will add 4 or 5 or..
In my country 171-172 its normal not too short
My purpose is ( only not be too short+return to normal life after surgery)

(And 169 without shoes but with shoes 171 or even 173)

If you are OK with 4 cm then go for it. It is much more safe than pushing your body to get 6 or 7 cm.

And going from 165 cm to 169 cm is a huge improvement.

It is not.
4 cm is no serious improvement to any height, moreover to 1.65 for a man.

But Koko seems sure that 4 cm are ok for him so I don't want to disagree with him because he knows better what he wants about himself.
I suggest though to do at least do 5cm to reach 1.70, there is no difference in terms of risks between 4 and 5 cm and the closer you are to average the better you'll feel.
But thats just my 2 cents. I wish you a smooth LL journey.

Every cm counts but it makes no sense to do 4 cm on femur when it is a lot more expensive. Do tibia first if you insist on 4 cm.
