Wow, I was strongly advised to stay away from India, but looking at the price and their website, the ISIC seems to be even more compelling than the Russian Ilizarov Scientific Center 
Some Quotes from their website about their philosophy and international patients:

So, what do you guys think about the ISIC in 2016?
How much does it cost to live in India for the lengthening (5months)?
Always remember the old adage: you get what you pay for!
After a few attempts to reach out to them I got a reply back. Ill see if one of these Saturdays I give them a call.
