The tallest women in the world are located in northern Europe. The average woman there is between 165-175cm tall. Almost all women in northern Europe fall within that category. So you are only 2cm shorter than the average height of the tallest women on the planet.
So the question then is why do you feel the need to semi-cripple yourself and waste tons of money? you would not stick out in a group of women. Is it because you feel you will get more attention from guys? basically no guy out there will consider a 163cm girl "to short". Most of my male friends are around 190cm and their girlfriends are all in the 165cm range.
My sincere suggestion to you is save your money, time and health. Instead improve your body with workout at the gym or sport. You will get much more out of it.
And lastly: im a man who went from 160cm(!) to 170cm and i can honestly say my life didn't change much. If this didn't convince you then i would strongly recommend doing maximum 6cm in femurs. If you do more than that you will look weird, i did 9cm in femurs and my body looks weird.

Jokes aside, you do raise a few good points. For a woman at 163 it’s quite the hassle and who knows if it’s worth it. Now having said that Betz does have female models who do it even though the starting heights are in the 170s. Perhaps the lady here has similar ambitions.
Also I am very surprised your life didn’t change much. You’re the first LL veteran ever to say that as far as I can recall.

If two men walking down the stairs, one is 160 tall and another 170, could you tell the difference? I mean would their height difference be noticeable to you when walking?

I don’t get the significance of waking down the stairs, but generally I would certainly notice. 10cm (or even 9) is a considerable difference. Now since I am looking “from above” it may not be as pronounced to me as to someone who is in the 160 - 170 range to start with, but I have no doubt that I’d notice.
Off topic: What guys fail to understand is that height is only one element of your masculinity. Before I did this surgery I thought to myself that once i reach 170cm then I will be masculine enough and thus get more attention in general. That didn't happen. The only thing that changed was that I didn't think as much about my height anymore. In other words, my new height alone didn't produce any more attention.
Now, if I could go back in time I would still do the surgery since my natural height is significantly shorter than the average height for men in pretty much all countries. However, I would only do like 5cm. A new height of 165cm in combination of being able to fully develop your body with weightlifting would produce MUCH more attention for me compared to my current situation where I'm 170cm but restricted from properly working out my lower body wich results in me looking smaller.
On topic:
If you really must do this surgery then start of by doing like 4-5cm in femurs(DONT BE GREEDY) and then in the future when you have money you could consider doing another 3cm in tibias. This way you will maintain natural proportions but also functionality.
Another VERY IMPORTANT thing to consider is your sitting height. You dont want to be 170cm tall but have the sitting height of a person that is 155cm. You must take this in consideration.
Where do you live, if i May ask?
I am a 5'2 woman and I'm considering taking the surgery too. I would do both by firstly going with tibias and then femur but I'm not sure about the length since I've heard women have a higher risk of injury and a harder time recovering.
Yay!! Finally a fellow-female!! Can I ask what doctors you are thinking to go to? I am thinking to do cross lengthening.

Why can't you work out your lower body? I did 10cm like you and I work out my legs just fine - squats, lunges, leg press, etc...
