From what I've seen, russians naturally tend to have short arms. They're the only people that I have notice have shorter arms than average for the most part especially those from Dagestan.

Before anyone calls me an imbecile, keyword is for the most part. Obviously not all of them will be this way. It's just an observation and occurence I've found. I haven't found any other nationality/ethnicity/sub-specie to have odd proportions in terms of arm length to height ratio consistently with those that I have come across.

Now, I don't think that a short reach would be an advantage as a fighter. However it could very well be a coincidence due to the small sample size, which obviously doesn't represent the region's average.
Your point is valid and is likely true. It's tough to find regular dagestanian people because the known ones tend to be sambo wrestlers or mixed martial artists. I wish there would be a consensus done. America is much more diverse than Russia though and has different immigrants from everywhere so that's a bad comparison.
