If you are european you have plenty of options in Europe.

Monegal is for sure an option.
Another affordable surgeons for internals is Pili in Italy.
He also does Externals and he could be a good option as he does a good package for people wanting to have a LL of over 9-10 cm.
He advices lengthening your tibia with external first with his HEF and do femur later just if not still satisfied with how much taller you got.
In total you would do 8 in tibia and 5 in femur with less than 70.000 €.

My advice is to cut your goal in half.

This is for safety reason but also to save time, money and pain as well as keeping you proportional and relatively healthy after you've finished lengthening.
