4 cm on femurs is a conservative goal, but no surgery is guaranteed safe. You need to discuss this with your doctor, but you can probably safely reach 6 cm.

As for sports, it depends on the person and the sport. Golf, sure. Football, maybe not.

If you are a woman, then 1.65 is an excellent height and it is stupid to do LL.
If youbare a man, 1.65 is a bad height and so is 1.69 so breaking your bones for staying short while you can lengthen 2-3 cm more and become about average, is stupid too.

So in both cases avoid LL or lengthen more if you are a man.
4cm compared to 6 have no real difference for femurs in terms of risks, even 7cm are not very risky.

Its an especially bad investment on femur because you will have to pay a lot more. With tibia you can go to good doctors for 20k but with femur it is more than double that at least. So its better to do tibia first and then see if you want to lengthen more.

He could live in an Asian country where 168~170cm is the average. 4cm wouldn't be bad there. But there's really no reason to go for just 4cm on femurs.

He might not want to start a new life in a Asian country. I agree that he should not do just 4 cm in the femur.

4cm is ok, but even at 2cm there is risks
and yes, you should make at least 5cm to reach the 170
