Hello, my current weight is 186 lb, would be good to lose 15-20 lbs.My fear is that if my legs become muscular LL will be a nightmare.
The amount I want is 7 cm in femurs, so my question is what exercise should I do to avoid muscular legs and lose weight?

you are 16 years old... Dont go dieting and everything... If your growth playes are still open you might lose your chance to gain a few cms if you will go on a caloric restriction now...

 Anyway, for a 5'8 guy you are fat. LL or not, you should lose a bit of weight.... start eating less carbs and more protein and fat and you will see some improvement in your fat%.

I am 5'7 and I weight 65kg (or 144lbs in american) so you should be like 5-10lbs more than me

This and try to go biking, running or whatever where you can sweat a lot. Few months of it and you will be slim as hell.

Go to a dietitian. Fasting can slow your BMR and make things worse. You should eat healthy things in small portions many times a day and do cardio.

I was 5 8 for a long time, now I am in the 5 9 range at night, but I am fat. I wont restrict a lot, just less carbohydrates.

 A dietitian is a better option. There are many people  who dont eat enough, that is dangerous;  the amount of carb that I consume is a lot.
