HR goes down cos' your heart muscles are stronger, and vessels are less rigid as well.

I have low blood pressure even after workouts I wonder if I qualify at all for LL.

my heart rate lying down goes as low as 55.
BP goes as low as about 100/70 or so.
There are medications to increase BP and HR in surgery. But having a low BP is very very good for such surgery. Reduces risk of fat embolism and reduced bleeding!

But will surgery itself cause it to drop or increase and if so by how much would it be?

Depends on anesthetic agent... and if you are nervous BP and HR goes up. BP + HR is used to monitor if the patient is feeling pain while unconscious; usually propofol causes both to drop so some add ketamine so that BP and HR doesn't fall too low

To come back to the topic , i would say the ideal height is 7-9 cm above the young men average of your ethnicity, you're tall but not too tall, in fact you're atleast taller than 85% of men.
For instance in uk/us/ it's 178.5-179 cm, so i would say 186-188 cm is ideal

For the netherlands, since the average is 183 cm, the perfect range is 190-192 cm.
